"Life.MAXIMUM vs. power.MAXIMUM Lion Heart of the School Festival" is the thirteenth episode of the fourth season of the High School DxD anime. It aired on July 3, 2018.
Summary
Issei unlocks a new form Cardinal Crimson Promotion to fight Sairaorg. During the battle, an image of Misla Bael appears and gives Sairaorg words of encouragement to keep fighting. After Sairarog lost, Rias won the rating game. Sairaorg and Issei are later seen in the medical room and are visited by Sirzechs, who told Issei that he, Kiba, and Akeno would be promoted to Middle-Class Devils. Sairaorg later told Issei to tell Rias his true feelings.
At Kuoh Academy, the Festival begins. At the Occult Research Club, Issei finally confessed his feelings to Rias, after taking Sairaorg's advice. They are about to kiss but are interrupted by the other members of the Occult Research Club. When they leave, Rias and Issei finally kiss, thus becoming an official couple.
Sairaorg is later seen with Azazel at the Sitri Domain visiting his mother. Suddenly he is told that Misla has woken up from her coma. Azazel theroized that Issei managed to do this somehow. Azazel leaves as it starts to rain as he thinks about his encounter with Indra then continues walking.

Trivia
Differences between Light Novel and Anime
- In the Light Novel, during Issei's personal confession to Rias in the clubroom, Ravel appeared bringing a cake after the other members were found eavesdropping, unaware of what was happening. In the anime, she appeared together with the group of girls eavesdropping on his confession.
- In the Light Novel, Issei and Rias' kiss remained interrupted, while in the anime they were able to resume their kiss after everyone's encouragement and giving them privacy.
